CBEC has entered into MoUs with Institute of Chartered Accountants of India (ICAI), the Institute of Cost and Works Accountants of India (ICWAI) and the Institute of Company Secretaries of India (ICSI) for setting of ACES Certified Facilitation Centres (CFCs) by their Members. These Centres will be set up by eligible Members of ICAI/ICWAI/ICSI, holding valid Certificates of Practice issued by the Institutes. This initiative aims at providing services to taxpayers who may not have requisite IT infrastructure/resources, to use ACES. The services would be available to the assessees on payment of prescribed service charges for various services such as digitisation of paper documents and on-line filing/ uploading of documents such as Application for Registration, Returns, Claims, Permissions and Intimations etc. in ACES.

Authorized persons of ACES Certified Facilitation Centres (CFCs), can work in ACES on behalf of Central Excise and Service Tax assessee. On being certified by these Institutes, after due scrutiny of applications by them, mails will be sent by the ACES application directly to the CFCs conveying a temporary User ID and Password. The Institutes will be intimated about the issue of User IDs and Passwords. When the authorized persons of the CFCs log in to the ACES application, by using these temporary IDs/PWs, they will be asked to change both. By using CFC's own User ID and Password, CFCs can log into the ACES application and perform the activities that an assessee can perform in ACES namely registration as an assesse, e-filing of returns, filing of refund claims etc.
